Türkiye’s 2027 car rental regulation: where software helps, and where it does not

The regulation takes effect on 1 January 2027, and existing businesses must obtain their authorisation certificate by 1 July 2027. This page does not restate the regulation — it puts what RentOkey does and what it does not do next to each requirement.

This page covers legislation in Türkiye only. The dates and requirements here belong to the regulation coming into force in the Republic of Türkiye. If you operate in Northern Cyprus, do not treat this timeline as your legal obligation calendar; review local conditions separately with the relevant authorities.

Transition timeline

These dates serve different purposes. Not confusing the date the regulation takes effect with the application deadline is the first condition for building a sound preparation plan.

    The Motor Vehicle Rental Information System is expected to be established by this date.

    The compliance window for minimum vehicle count and vehicle quality conditions.

Where does it actually help?

Vehicle age and mileage limits

Except for classic vehicles, cars older than 6 years cannot be rented out; the limit is 180,000 km, and 300,000 km for electric vehicles.

Deposit ceiling

For rentals of 1–6 days the deposit may not exceed 3 days of the rental fee; for 7–29 days it may not exceed 7 days of the rental fee.

Updating contracts and collection policy to match these ceilings.

Deposit refund window

The deposit must be refunded within 7 days after the vehicle is returned.

Businesses are expected to keep records of rental activity and report vehicle tracking data through the information system.

Where to start

It is healthier to build the plan forward from the time your gaps need, rather than backward from the final deadline. On the software side, the first step is completing the fleet record so that vehicles needing a decision can be separated early.
